History
Right under the Roman Mosaic Edifice sit the warehouses of the ancient port: vaulted rooms, lined up to hold grain, oil, wine and everything that came in from the Black Sea. It is infrastructure, not a temple — Tomis kept its stocks at the shore, a few steps below the representational terrace.
The construction belongs to the same complex you see above, in the mosaic. The descent (where it is allowed) explains why the terrace is so high: above, the merchants walked; below, the goods were carried.
The ticket for the mosaic usually covers this level as well. Take a phone torch; the contrast is strong after the light outside.
