What you can do in Dobrogea without going there
Tulcea, Sulina, Sfântu Gheorghe, Razim, Măcin, Constanța. The country to see is large enough.
If you have family or business
The MFA, the diplomatic missions, the Border Police. 112 in an emergency on Romanian territory.
Photos and drones
No. Not at the fence, not “for a documentary” without a permit. The permits guide is mild next to the reality of the north.
